【One-stop Community】The “One-stop” Student Community Legal Service Station of Xi’an Peihua University Has been Established

On the afternoon of March 25th, the unveiling and cooperation signing ceremony of the “One-stop” Student Community Legal Services Station (Student Affairs Legal Consultation and Service Center) of Xi’an Peihua University was successfully held in the University Student Activity Center of the Chang’an Campus. In the first year of the “Nine Five Legal Education Program”, as the university’s first exploratory practice in the field of legal services in the “One-stop” student community, the establishment of this legal services station marks that the university has taken a crucial step in deepening law-based campus management, deepening the “Fengqiao Experience”, improving the comprehensive service system of the “One-stop” student community, and constructing a new pattern of “school and institution collaboration” for education. It has become an important barrier to safeguarding campus law.

At the conference, Quan Yongtai, Deputy Director of the Student Affairs Department of the Schools Party Committee read out the Notice of Xian Peihua University on Establishing the Student Affairs Legal Consultation and Service Center (the One-stopStudent Community Lawyer Service Station) and the Notice of Xian Peihua University on Appointing the Guidance Teachers of the Student Affairs Legal Consultation and Service Center, clearly defining the organizational structure of the center and the job responsibilities of the “One-stop” student community lawyer service station.

During the ceremony, the university leaders and representatives of the 7 jointly established law firms jointly inaugurated for the establishment of the “One-stop” student community lawyer service station, marking the official launch of the university’s specialized, regularized campus legal service physical platform.

Wang Fei, the deputy director of the Party Committee’s Student Affairs Department and the director of the Alumni Service and Development Center, signed a cooperation agreement on behalf of the university with seven partner law firms: Shanghai Huiye (Xi’an) Law Firm, Beijing Yingke (Xi’an) Law Firm, Beijing Zhonglunwende (Xi’an) Law Firm, Shanghai Zhonglian (Xi’an) Law Firm, Shaanxi Yunde (Xixian New District) Law Firm, Shaanxi Huage Law Firm, and Shaanxi Yingpei (Xi’an) Law Firm. This signing will establish a long-term and stable collaboration mechanism between the university and the law firms. Through this agreement, the strengths of the university and the law firms will complement each other, resources will be shared, and joint efforts will be made to deeply integrate legal services with campus education, providing professional legal protection for students.

The director of the service center, Ma Yale, and the representative of the hired lawyers, Li Hanyu, both made statements. They both expressed their commitment to adhering to the principle of “professionalism as the foundation and public welfare as the responsibility”, and to further collaborate with social law firms and the alumni association to leverage their resources. They aim to provide high-quality legal consultation, dispute mediation, legal education and other services based on the needs of students, and to create a campus legal service center that is warm and effective.

In his closing speech, President Li Yingfang pointed out that establishing the “one-stop” student community lawyer service station is an important measure for the university to fulfill the fundamental task of fostering virtue and cultivating talents, deepen the construction of the “one-stop” student community, and uphold and develop the “Fengqiao Experience” in the new era. Regarding the construction and function of the service station, he put forward four expectations: First, based on the front line of the student community, deliver legal services to dormitories and living areas, and break through the “last mile” of service; second, deepen the integration of university and industry education, gather professional strength from law firms, share resources, and improve the quality of education; third, adhere to law-based governance of the university and rely on the service station to promote the legal level of campus governance; fourth, unite all parties’ efforts, carry out legal consultation and legal education on a regular basis, guide students to respect the law, abide by the law, and use the law, and further build a legal service system that integrates legal publicity, rights protection, conflict resolution, and practical education, to safeguard the growth and success of students.

As the first “one-stop” student community entity “lawyer service station” among all universities in the province, the university has deeply integrated high-quality legal professional resources both within and outside the campus, and established a professional service team composed of teachers from the law school, legal practice experts, senior practicing lawyers, and alumni lawyers. The service station innovatively adopts a dual-line operation model of “fixed offline on-site service every week + online appointment consultation”, rooted in the student community and close to students’ life scenarios. It strictly adheres to the principles of confidentiality, public welfare, and compliance with laws and regulations throughout the process, and provides precise services such as legal consultation, mediation of campus disputes, legal publicity, and legal affairs assistance to all teachers and students on a regular basis. It actively practices the new era’s “Fengqiao Experience”, promoting the “prevention at the source, resolution at the front end, and handling on the spot” of campus disputes.
