第四部分　西部首家民办本科高校（2003—2011）

　　2003年经国家教育部批准，学校办学层次升格为本科院校，并更名为西安培华学院（男女生兼收），实现了西部民办本科高等教育零的突破，学校迈入以“实施本科教育为主”的办学阶段。

　　2004年之后，一批年富力强的学者进入学院管理队伍，学院以改革、建设、管理为中心的各项工作顺利开展，效率不断提高。2007年姜波博士接任院长后，进一步丰富了学院办学理念的内涵，明确了办学定位和办学指导思想，学院在教学基本建设、人力资源建设、校园文化建设、创业创新教育建设、思想政治建设等“五大建设工程”上下功夫，使学院全面工作上升到一个新的高度。2007年学院成为西部十二省区首家拥有学士学位授予权的民办高校。目前，学院已发展成为一所办学理念先进、质量不断提高、设施齐全、学科完整，并正在向举办更高水平的民办大学努力奋斗。

The First Private Higher Institution in the Western Region of China

In 2003, with the approval of the State Ministry of Education, Xian Peihua Women’s College was upgraded to a four-year undergraduate university, changing to its new name of Xian Peihua University, with its main deployment in the implementation of undergraduate education.

From 2004 onwards, a group of young and energetic scholars and administrative professionals were introduced into the management team of the university and a series of measures and steps were taken in the reform, construction and management of administration which helped greatly in the improvement of work efficiency. In 2007, Dr. Jiang Bo came to his office as the president of the university, and through his leadership, he further enriched ideas and philosophies from the Open and Reform period of the university’s history. The administration had also taken further steps relating to the position of the university in its operation and management. For example, five major construction projects were carefully and intensively implemented. These included the project of university infrastructure, HR construction, campus culture construction,creation and innovation education for all students, and the construction of ideological and political education. With the success of these projects, management and work efficiency has been improved significantly.

In 2007, Peihua was the first private university in western China to be able to grant the bachelor’s degrees directly from the Ministry of Education. Now Xian Peihua University is one of the top private universities in Xian with an advanced management philosophy, improved education quality, a fully equipped campus, and offering a full range of courses and curriculum, with nearly 30,000 students on campus. The management and administration will work closely and actively to make Peihua a much better university.
