On the morning of October 19, the Plaque Unveiling Ceremony for the Xi’an Center of the International Academician Science and Technology Innovation Center and Sino-German Rhine Industry 4.0 Talent Development and Certification was held at Xi’an Peihua University, marking the official establishment of two major international platforms at Peihua and the beginning of a new chapter in industry–education integration and scientific–educational innovation. The event was co-hosted by the International Academician Science and Technology Innovation Center, German Rhein-Koester Group, and Xi’an Peihua University, bringing together numerous distinguished representatives from the fields of research, education, industry, and government.

Nearly 200 participants attended the Plaque Unveiling Ceremony, including representatives of Chinese and foreign academicians, German enterprises and universities, officials from the Shaanxi Provincial Department of Industry and Information Technology, the Association for Science and Technology, the Department of Science and Technology, and relevant government bodies of Xi’an, as well as the university leadership of Xi’an Peihua University, heads of various departments, representatives of university-industry cooperation partners, and PhD faculty members. In his welcome address, Dr. Jiang Bo, Chairman of Xi’an Peihua University, reviewed the university’s nearly century-long educational legacy. He noted that holding the plaque unveiling ceremony for the two centers on October 19, the university’s anniversary day, carries special significance—it embodies Peihua’s long-standing commitment, since its founding in 1928 as a women’s vocational institution, to serving society and staying closely aligned with industry. Dr. Jiang emphasized that this collaboration represents not merely the establishment of two centers, but a profound transformation in the university’s education model. By leveraging the cutting-edge expertise of international academicians, the university aims to tackle key industrial challenges, while integrating Germany’s Industry 4.0 standards to reshape its curriculum and evaluation systems. He further noted that the ultimate goal of the two centers extends beyond the campus—to contribute meaningfully to regional industrial development as a whole.

In his speech, Academician Yu Jianhua, Fellow of the Royal Academy of Engineering, Director of the International Academician Science and Technology Innovation Center, and Honorary President of Xi’an Peihua University, introduced the core mission of the International Academician Science and Technology Innovation Center. He highlighted that the Center, as a high-level platform gathering top academicians from both domestic and international institutions, has already attracted hundreds of academicians from the Chinese Academy of Sciences, the Chinese Academy of Engineering, and international counterparts. The Center is dedicated to building a “talent pool”, “project repository”, and “capital base” to accelerate the implementation of major projects. Academician Yu expressed his hope that Xi’an Peihua University will actively undertake the responsibility of technological innovation, speed up the transformation of research outcomes, promote both the “introduction” and “export” of technology, and establish itself as a model for scientific and technological innovation in private higher education institutions.

Tang Jun, President of the German Rhein-Koester Group China, shared the Group’s expertise in intelligent manufacturing and dual-track vocational education. He emphasized that the Xi’an Center for Sino-German Rhine Industry 4.0 Talent Development and Certification represents a vital initiative to promote the integrated “three-in-one” development of education, technology, and talent. Both parties will leverage Xi’an Peihua University’s academic strengths and Rhein-Koester’s German dual-track education system to establish an internationalized Industry 4.0 talent training framework, build an innovation platform for industry-university-research collaboration, and improve the talent service ecosystem. This cooperation aims to provide robust talent support for the upgrading of the intelligent manufacturing industry and to explore new paths for integrated “three-in-one” development.

The Xi’an Center of the International Academician Science and Technology Innovation Center provides global expertise to solve critical “bottleneck” problems, while the Xi’an Center for Sino-German Rhine Industry 4.0 Talent Development and Certification delivers skilled technical personnel to support intelligent manufacturing, forming a dual-driven approach of “intellect + skills”. The Provincial Department of Industry and Information Technology will fully support the centers’ development by building connection platforms and providing resource guarantees, hoping they will become exemplary models and service hubs for industry-education integration across the province.

Foreign Academician of the Russian Academy of Natural Sciences Xu Yonglong delivered a report titled “Artificial Intelligence Empowering Efficient Educational Innovation”, providing an in-depth analysis of the integration paths and potential of AI in education.
