On November 6th, the launch ceremony of Third “Peihua Cup” Financial Culture Festival kicked off at the University’s Mingde Building Lecture Hall. It serves as a bridge between talent development and the financial industry by gathering leaders from government, business, and academia. Under the theme “Finance as the Wing, Talent as the Engine, Culture as the Empowerment,” the event aims to foster a dynamic platform for exchange and collaboration. The launch ceremony was hosted by Wu Wangyan, Dean of the School of Accounting and Finance.


Jiang Bo, Chairman of the Board of Xi’an Peihua University, highlighted the University’s commitment to its “people-oriented, virtue-first” philosophy and its close alignment with the talent needs of the financial industry. The University will continue to deepen the integration of industry and education as well as the integration of science and education, in order to build a distinctive, practice-focused system for cultivating financial talent. He described the Financial Culture Festival as an important platform for discipline development and talent cultivation in the School of Accounting and Finance, serving as a key driver for academic exchange and practical innovation, and aimed at nurturing professionals with a global vision, strong professional competence, and a strong sense of social responsibility, while contributing “Peihua wisdom” and the strength of accounting and finance to regional economic and social development.

Li Ying, Vice Chairperson of the Shaanxi Federation of Industry and Commerce (General Chamber of Commerce), commended Xi’an Peihua University’s proactive efforts and achievements in financial talent cultivation and cultural promotion in her address. She noted that the high-quality development of private enterprises depends on strong financial support and a skilled talent pool, and expressed the hope that, by taking this Financial Culture Festival as an opportunity, government–university–enterprise collaboration would be further strengthened, the deep integration of financial resources with the real economy would be promoted, and new momentum would be injected into the development of Shaanxi’s private economy.

Addresses were also delivered by Xiao Da, President of the Shaanxi Branch of the Bank of China, and Guan Jianhua, Director of the Financial Culture Working Committee of the China Corporate Culture Promotion Association. They offered insights from the perspectives of industry development, financial services, and cultural development, put forward suggestions on school–enterprise collaborative talent cultivation and the training of financial professionals, and spoke highly of Xi’an Peihua University’s explorations and practices in the field of financial education.

The ceremony featured the signing of two key agreements: one between the School of Accounting and Finance of Xi’an Peihua University and the Shaanxi Branch of ABC Life Insurance Co., Ltd., and another between the University’s Financial Culture Research Institute and City Financial News.

A highlight of the event was the launch of The Wind from the Qinling Mountains, published by Shaanxi Tourism Press with support from Xi’an Peihua University. Ma Honglin, Editor-in-Chief of Shaanxi Tourism Press, introduced the book’s publication background and core value. The author, Zhao Xiaozhou, Dean of the Financial Culture Research Institute, donated copies of the book to the Weizhi Library of Xi’an Peihua University. Lei Hongzhen, Dean of the International Business School of Shaanxi Normal University and Vice President of the Shaanxi Association for Soft Science Research, offered comments on the book, speaking highly of its academic value and practical significance.

During the keynote lecture session, Professor Ou Minggang, Dean of the School of International Economics and Director of the International Finance Research Center at China Foreign Affairs University, delivered a lecture titled “Anchoring the Goals of High-Quality Financial Development: Directions for Cultivating Interdisciplinary Financial Talent from an International Perspective.” Drawing on the evolution of the global financial landscape, he elaborated on the core competencies and training pathways of interdisciplinary financial professionals, offering valuable insights for educational and teaching reform at the University. Professor Qiang Li, Professor at Northwest University of Political Science and Law and President of the Financial Law Research Association of the Shaanxi Law Society, addressed the topic of “China’s Financial System and High-Quality Financial Development.” From the perspective of the integration of the rule of law and finance, he analyzed the directions of financial reform and risk prevention mechanisms, prompting in-depth reflection among faculty and students.
As the flagship event of the School of Accounting and Finance of Xi’an Peihua University, this year’s festival will feature a wide array of activities, including a “Financial Artists on Campus” public-interest exhibition, publicity activities on financial consumer rights protection, campus campaigns on preventing AI-related fraud, a themed lecture on “Inheriting the Legacy of Red Finance and Cultivating Financial Culture with Chinese Characteristics,” and a seminar on the high-quality development of school–enterprise cooperation under industry–education integration. Through this series of initiatives, the festival aims to continuously foster a strong atmosphere of financial culture and comprehensively enhance students’ overall competence and practical abilities.
