Reform and opening up, spring return to the Earth. In order to improve the quality of women , give full play to their "Half the Sky(the same ability as men)" role in the construction of the four modernized, Xi'an Peihua Women's University was founded with support of the provincial and municipal governments.

The innovative school-running form of Shaanxi higher education taken the lead of the country in 1984. Xi Zhongxun and other Party and State leaders highly affirmed the results .

Members of the education sector put forward the proposal of ‘holding a women's University in Shaanxi Province’ at the second session of the fifth CPPCC Shaanxi Provincial Committee On 4th, May. It was adopted after the discussion that held by Shaanxi Provincial Committee.

BOD (The board of directors) of Xi'an Peihua Girls College was established on 26th, July.

On June 6, with the approval of Shaanxi Provincial People's government, Mr. Jiang Weizhi, a famous educator in China, established ‘Xi'an Peihua Girls College’ on the basis of restoring the vocational school. It was included in the sequence of  higher education with associate degree. The school is located in South University Road, Xi'an.

On September 17, the first generation of students of Xi'an Peihua Girls College registered for school. On October 24, the first opening ceremony of Xi'an Peihua Girls College was held in the auditorium of Shaanxi Provincial Youth League school.
