On February 21st, Professor Jiang Bixin, a famous jurist,ViceChairman of the Constitution and Law Committee of the 13th National People’s Congress, former deputy secretary of the party group andViceChairman of the Supreme People’s Court, and secondrank justice, visited Xi’an Peihua University and gave a lectureThe Advancement of Law-based Governance and the Construction of Rule of Law in Cities and Counties. The lecture aimed to help provincial, municipal, district and county judicial cadres as well as teachers and students of Peihua to better learn and understand the spirit of the 20th CPC National Congress and Xi JinpingThought on the rule of law, and to gain a deep understanding of the origin and system of rule of law culture.
The lecture was sponsored by Xi'an Peihua College, Da You Chinese Institutefor QualityResearch,Xi’an Chang’an District Judicial Bureau, and Shaanxi Red Culture Research Institute. The lecture was hosted by Luo Xinyuan, Secretary of the Party Committee of the university.
The reason why this lecture was held in Xi’an Peihua University is that Peihua University has a long history among privatecolleges and universities in China, and has a deep red gene and accumulation of law, and is the earliest model school approved by Shaanxi Provincefor law-based governance of the university, and has trained many talents for the country over the 90 years since its establishment.

In his lecture, Prof. Jiang Bixin sorted out the basic concepts, strategies and measures of social governance required by the Party Central Committee and Xi JinpingThought on rule of law in the new China, especially sincethe 18th CPC National Congress, focusing on theadvancement oflaw-basedgovernance and the social governance of cities and counties in the context of modernization, which hegroupedinto threequestions for explanation.
The first question is about the basic issues of social governance. Professor Jiang has distilled four sentences and 12 characters that can be summarized:what to govern, why to govern, who to govern, and how to govern.
The second questionis about the experience and wisdom of China’s social governance in the new era, since the 18thCPCNational Congress. In the second question, Prof. Jiang summarized the experience and wisdom of China’s social governance since the 18thCPCNational Congress, and shared them in eleven sentences. First is to take the commitmentto the leadership of the Partyas the fundamental principle;second is to take the commitment to putting people first as the purpose; third is to takeintegrated construction of nation, government and society with rule of lawas strategy; fourth isto take co-construction, co-rule andall-benefit asthe basic pattern;fifth is to take reform and innovation as the driving force; sixth is to takepolitical parties, government, social multi-participation as the main body; seventh is to insistthe problem, goal, effect as the guide; eighth isto take special governance, systemic governance, governance by law, comprehensive governance, governance at source as the path; ninth is to usethe whole process of people’s democracy and democratic consultation as the method; tenth is to use the integration of the six governance as a strategy; eleventh is to work hard toachieve modernization of the governance system and governance capacity byimproving the social governance system.
The third question is about the modernization of social governance. In the report of the 20th National Congress of the Communist Party of China, it is proposed that we should build a strong socialist modernization country, and one of the most important issues is that social governance should also be modernized. Professor Jiang condensed it into“seven modernizations”: First, the humanization of governance objectives; Second, the legalization of governance strategies; Third, the socialization of governance subjects; Fourth, the diversification of governance tools; Fifth, the wisdom of governance methods; Sixth, the humanization of governance process; Seventh, the efficiency of governance results.
The above is Professor Jiang's sharing and exchange on social governance in the context of the modernization of the rule of law.

Basic information about the speaker: Professor Jiang Bixin is a highly respected expert and scholar in the judicial field of China. He was awarded the title of“National Top Ten Outstanding Young and young and middle-aged Jurists” in 1999, the title of“Contemporary Chinese Legal Masters” in 2009, the“Outstanding Contribution Award”of Chinese Administrative Law in 2015, and the second“Jinping Law Achievement Award” in 2016.
