On 15th May, the online kick-off meeting of undergraduate education and teaching audit and evaluation was held in the lecture hall of Mingde Building of Xi’an Peihua University. Yuan Ning, secretary general of the degree committee of Shaanxi Provincial Government, first-level inspector of the Provincial Education Work Committee and Provincial Education Department, Gao Qiang, director of Higher Education Department of Shaanxi Provincial Education Department, all expert team members with Kong Jianyi, former party secretary of Wuhan University of Science and Technology as the team leader and Zhu Jiacun, vice president of Anhui Normal University as the deputy team leader, Lu Genshu, director and Xu Fei, deputy director of Western China Higher Education Evaluation Center attended the online meeting. All leaders of Xi’an Peihua University, heads of all secondary schools and functional departments, and members of university-level supervisors attended the meeting. The first stage of the meeting was chaired by Luo Xinyuan, secretary of the Party Committee of Xi’an Peihua University, while the second and third stages were chaired by Kong Jianyi, head of the audit and evaluation expert group.

In his speech, Yuan Ning pointed out that the new round of audit and evaluation is an inherent need to fully implement the reform of education evaluation promoted by the central government, an important way to accelerate the construction of a quality assurance system for higher education with Chinese characteristics, and a realistic need to promote the high-quality development of higher education. In recent years, Xi’an Peihua University has made a series of development achievements in “four new” construction, “double million plan”, teaching reform and university-enterprise cooperation, and is making rapid progress towards a high-level application-oriented university. As the first private university in the province to carry out the new round of audit and evaluation, Xi’an Peihua University should attach great importance to this rare opportunity, fully cherish it, provide comprehensive and objective information to the expert group with good spirit, high enthusiasm and responsible working attitude, do a good job in all aspects of service and guarantee, and seriously cooperate with the experts. With a learning heart and open attitude, the university will integrate into this audit and evaluation and will be practical, find problems, analyze problems and solve them, and promote the high-quality development of the university.

Kong Jianyi introduced the members of the expert team and gave an introduction to the meaning, objectives and principles of the new round of undergraduate education and teaching audit and evaluation, as well as the tasks and work arrangements of the expert team. He pointed out that the new round of audit and evaluation program pays more attention to moral education, connotation orientation, evaluation classification, reduction of burden and enhancement of efficiency, and application of results, and the evaluation work is divided into three stages: in the first stage, a comprehensive review of the university’s "1+3+3" evaluation materials, the university’s undergraduate teaching quality report in the past three years, the rectification of the last round of evaluation, materials about the university’s characteristics and in the second stage, in-depth online inspection will be carried out, and on the basis of in-depth review of system materials, online class visiting, review of examination papers and graduation theses and other related materials will be conducted, while online interviews with university leaders, heads of functional departments and secondary schools will be conducted, and online seminars with teachers, students, graduates and employers will be organized; in the third stage, the expert group will come to the university physically. Based on the question list from online evaluation, the expert group will carry out precise inspection in the university, verify the key indicators and key links of talent cultivation, examine and recommend model cases of the university, etc. He emphasized that it was necessary to grasp the six requirements of “purpose, problem, synergy, node, comprehensiveness and nature”, take the problem as the guide, and really serve the development of the university, and the expert group will fully consider the characteristics and history of private colleges and universities to carry out the inspection.

He emphasized that this round of evaluation was a powerful impetus for the university to summarize its running experience, to concentrate its characteristics, to deepen the comprehensive reform of education and teaching, and to promote its overall development. Xi’an Peihua University has been actively implementing the educational philosophy of “student-centered, output-oriented and continuous improvement”, deeply promoting the reform of talent training mode of integration of industry and education, and conducting comprehensive self-evaluation and self-construction work in accordance with the evaluation standards in the areas of undergraduate status, training process, resource construction, teacher team, student development, quality assurance and teaching effectiveness. The university will work hard on finding gaps, filling shortcomings and strengthening weaknesses, pay close attention to the rectification and implementation of problems, and continuously improve the level of undergraduate education and teaching. The audit and evaluation is a comprehensive review of the university’s running level, university governance, teachers and students’ style.
