From December 11th to 12th, Xi'an Peihua University underwent an on-site inspection by an expert panel for the rectification acceptance of the undergraduate education and teaching audit evaluation. The inspection was led by Han Jiangshui, former Vice President of Xi'an University of Science and Technology, who served as the head of the expert panel. The panel members included Xu Kewei, former President of Xi'an University; Fan Xinhui, former President of Shangluo University; Zhang Meiyun, former Vice President of Shaanxi University of Science and Technology; Zhang Qun, former Vice President of Xi'an Technological University; Yin Yafang, former Director of the Teaching Quality Monitoring and Evaluation Office at Xi'an University of Posts and Telecommunications; and Huang Ying, Professor at Xi'an University of Technology. Li Yunfu, Associate Researcher at the China Western Higher Education Evaluation Center, served as the project administrator.

Jiang Bo, on behalf of the university, extended a warm welcome to the expert panel for their on-site inspection and evaluation. He emphasized that as one of the first private universities in China to undergo the audit evaluation, Peihua has consistently adhered to the Party's educational principles, implemented the fundamental task of fostering virtue through education, and regarded the quality of undergraduate education as the lifeline of the university's development. Since the launch of the rectification work, the university has treated it as a core mission, strengthened resource and institutional support, and integrated rectification efforts deeply into the university's development planning, continuously advancing the reform of education and teaching. The issues and suggestions raised by the expert panel have served as critical guidance for the university in addressing shortcomings and driving improvement. Taking this acceptance review as a new starting point, the university will further consolidate the achievements of the rectification, elevate the quality of undergraduate education to new heights, and strive to achieve high-quality development.

In her speech, Xu Fei emphasized that the purpose of this rectification acceptance inspection is to comprehensively examine the rectification measures and their effectiveness implemented by the university following the evaluation, to promote problem-solving and the establishment of long-term mechanisms, and to facilitate the continuous improvement of education and teaching quality. She stressed that the rectification acceptance inspection is a critical step in implementing the closed-loop management of provincial evaluations. The expert panel will adhere to the principle of supporting the university’s development and maintain a professional, objective, and impartial approach. By employing various methods, they will conduct a fair assessment, focusing on key areas such as the construction of long-term mechanisms, the operation of the quality assurance system, and the improvement of education and teaching. She expressed the hope that the university would actively cooperate to jointly seize the opportunity presented by the evaluation, using it as a catalyst for further development and enhancement, and working together to elevate the quality of talent cultivation at the university to new heights.

Han Jiangshui outlined the relevant arrangements for the audit evaluation rectification acceptance work. He emphasized that this final inspection serves as the conclusive assessment of the university's rectification outcomes. The expert panel will strictly adhere to the established workflow and evaluation criteria, focusing particularly on the "three key aspects" and "five core tasks." He further stressed that the expert panel will uphold the principles of truthfulness, fairness, and impartiality, respecting the inherent laws of education and teaching as well as the university's specific conditions, while maintaining a professional, rigorous, and results-oriented approach. It is hoped that this acceptance process will further consolidate the foundation for quality, refine safeguard mechanisms, and foster a quality culture characterized by self-awareness, introspection, self-discipline, self-inspection, and self-correction. Through collective efforts, the aim is to establish a sustainable self-optimizing paradigm for university operations and jointly advance the high-quality development of undergraduate education and teaching.

President Li Yingfang reported to the expert panel on the outcomes of the university's rectification efforts and outlined the next steps. He stated that since undergoing the audit evaluation in 2023, the university has systematically advanced education and teaching reforms by focusing on the main theme of "three-dimensional rectification and five practical initiatives." Through strengthening the "five-dimensional collaborative" mechanism, increasing targeted investments, and improving institutional development, the university has comprehensively consolidated the foundation for rectification. After two years of thorough and diligent efforts, significant progress has been made across multiple indicators. He further emphasized that the university will take this acceptance review as a new starting point to continuously advance five key projects: optimizing teaching resources, enhancing the quality of academic programs, deepening industry-education integration, expanding international education initiatives, and improving student development evaluation. By persistently consolidating the achievements of the rectification, the university is committed to writing a new chapter in the high-quality development of applied undergraduate education.
During the inspection period, the expert panel conducted a comprehensive evaluation of the university's rectification efforts for the undergraduate education and teaching audit assessment. This was achieved through interviews with university leaders, heads of secondary colleges and relevant functional departments, discussions with faculty and students, classroom observations, review of documentation, and inspections of teaching facilities.

On behalf of the expert panel, Han Jiangshui highly commended the university’s efforts in the rectification and acceptance of the audit evaluation, fully affirming the effectiveness of the rectification from five perspectives: First, the top-level design is systematic and robust, closely integrating rectification with development planning, fostering a campus-wide atmosphere of "self-reflection and continuous improvement." Second, the university has consistently increased investment in teaching funds, elevating teaching conditions from "meeting standards" to "achieving excellence," with a notable improvement in resource utilization efficiency. Third, deepening the integration of industry and education and advancing major reforms, the university has established an industry demand-driven practical education system, closely aligning talent cultivation with societal needs. Fourth, innovative mechanisms for introducing and nurturing high-level talent have been implemented, optimizing the scale, structure, and quality of the teaching staff simultaneously. Fifth, by leveraging the construction of the "Jiang Weizhi Class" as a key initiative, the university has innovated student development and ideological-political education models, achieving remarkable results in student cultivation. Simultaneously, the expert panel offered five recommendations for the university’s future development: further optimizing the layout of disciplines and majors, with a focus on cultivating distinctive features and achieving breakthroughs in "master's program applications"; deepening the mechanisms for industry-education integration to promote the substantive operation of industrial colleges and collaborative talent cultivation between the university and enterprises; refining the tiered and categorized development system for teachers, strengthening the construction of "dual-qualified" faculty teams and research capabilities; expanding open education initiatives and broadening platforms for international exchanges and cooperation; advancing the development of a data-empowered quality assurance system to stimulate the intrinsic motivation of all members in pursuing excellence.
Based on the inspection findings, the expert panel members exchanged individual opinions and improvement suggestions on various aspects, including consolidating the foundation and advancing graduate education, optimizing teachers' teaching abilities, enhancing students' comprehensive quality development, strengthening the utilization of teaching resources and practical teaching, improving the monitoring and assurance of teaching quality, refining the cultivation process, and identifying distinctive features and highlights.
Chairman Jiang Bo delivered a statement on behalf of the university. He expressed sincere gratitude to the expert panel for their valuable suggestions and strong affirmation. The issues highlighted by the panel were incisive and highly instructive, and the university fully acknowledged and accepted them all, demonstrating a firm commitment to immediate and thorough rectification. He emphasized that the university would seize this acceptance review as an opportunity to fully integrate the identified issues into the "15th Five-Year" development plan. By focusing on key areas such as optimizing disciplines and majors, deepening the integration of industry and education, and strengthening the faculty team, the university would systematically advance its internal development. He further stressed that the university would remain steadfast in its founding mission of "cultivating talent for the nation and serving the people through education."
