On the afternoon of April 13th, the unveiling ceremony of the Western Base of SU-PERI and the academic report on “The Development Situation and Countermeasures of Private Education” were held at the Mingde Lecture Hall of Xi’an Peihua University. Professor Wang Yitao, the director of SU-PERI, President Li Yingfang of Xi’an Peihua University, Executive Vice President Han Wei, Secretary-General of the Council and Vice President Jiang Yingchu, as well as other relevant personnel from various departments, and the deans and directors of secondary schools and representatives of teachers, totaling over 150 people, attended the event. The unveiling ceremony was presided over by Yao Wenjing, Deputy Secretary of the CPC Committee and Vice President of the university.

In his speech, President Li Yingfang expressed his welcome and gratitude to Director Wang Yitao. He stated that SU-PERI has strong academic strength and wide-ranging influence. By locating the western base at Xi’an Peihua University, SU-PERI fully demonstrates its trust in the university’s century-old educational accumulation and its achievements in cultivating applied talents. Xi’an Peihua University will take this as an opportunity to deepen scientific research cooperation through the base, strengthen talent cultivation through cooperation as a means, and promote east-west linkage towards mutual benefit as the goal. Xi’an Peihua University will also fully ensure the construction of the base, promote the integration of theoretical innovation and educational practice, and provide strong impetus for the strengthening of the university’s foundation, the application for master’s degrees, and the high-quality development of private education in the west.

Professor Wang Yitao, the director of SU-PERI , stated that the western base will leverage the century-long educational heritage of Xi’an Peihua University and the rich practical experience of western private education to jointly carry out research, education and policy consultation, aiming to build an academic highland and decision-making think tank for private education research in the western region. Wang Yitao emphasized that the base should root itself, refine its characteristics, and tell the story of the century-old private education in China; it should radiate to the region and develop together, providing support for the coordinated development and policy optimization of private universities in the western region; it should deepen theory and be courageous in innovation, and construct a Chinese-style, original local private education theory system.

Professor Wu Chunna, the representative of the hired teachers, delivered a speech. On behalf of all the hired teachers, she expressed her gratitude to the university for its trust and support, as well as to SU-PERI for its care and assistance. She stated that the establishment of the western base has provided a valuable learning and communication platform for front-line teachers. All the hired teachers will cherish this platform, humbly learn, base themselves on practice, conduct in-depth research, fulfill their duties and responsibilities, collaborate and progress together, and produce high-quality research results with a pragmatic style to serve the high-quality development of the university and the progress of the western private education cause.
After the unveiling ceremony, Professor Wang Yitao, the director of SU-PERI, delivered an academic report titled “How to Build a First-Class Private University”.
The Academic Report Session
The report is based on the national policy orientation and the background of global educational reform. It systematically analyzes the current development status and challenges of private universities in China, and proposes a strategic path for building first-class private universities.
At the strategic choice level, Director Wang Yitao systematically expounded the strategic path for building a first-class private university from three dimensions: regulatory legitimacy, pragmatic legitimacy, and cognitive legitimacy. He emphasized that private universities should be adept at “comprehensive provision” of educational services, ensuring both high-quality employment and attention to students’ lifelong development; strengthening both hard skills and soft skills; leveraging external resources to achieve breakthroughs, and forming differentiated and irreplaceable school characteristics.
In the report, Director Wang Yitao highly affirmed the educational achievements of Xi’an Peihua University. He particularly praised the university’s outstanding results in integrating industry and education, as well as in the growth and development of students. He also highly commended the university’s remarkable educational performance of consistently ranking among the top ten universities in Shaanxi Province in terms of the number of civil servant recruits over the past three years.

In her summary, Vice President Yao Wenjing stated that the establishment of the Western Base of SU-PERI at Xi’an Peihua University represents a significant breakthrough in the construction of the university’s academic platform. It has provided a higher platform for organized research and has also injected strong impetus into the university’s deepening of the “Education Thought Grand Discussion” and the promotion of high-quality development. She hopes that all faculty members will take this event as an opportunity to convert their learning outcomes into practical actions, actively participate in the construction of the Western Base, conduct research on key topics in private education, and strive to produce high-level results, so as to make new and greater contributions to the construction of a high-level private university and the development of private education in the west and across the country.
The successful establishment of this western base and the holding of the academic report meeting have not only provided a higher-level academic research platform for the university, but also injected new intellectual impetus into the high-quality development of private education in the western region. Xi’an Peihua University will use the base as a link, relying on the academic advantages of SU-PERI, integrating research resources both inside and outside the university, focusing on the key and difficult issues of the reform and development of private education in the western region, conducting solid policy research, case analysis and technology transfer, and striving to build a high-level private education research base with distinct characteristics that is based in the west and serves the whole country. It will use the “strengthen the foundation and apply for a master’s degree” strategy as a guide, deeply integrate the base construction and high-quality development, and contribute the wisdom and strength of Xi’an Peihua University to the reform and innovation and continuous prosperity of China’s private education cause.
