Seminar on Advancing Comprehensive Rural Revitalization & Launch of Contemporary Socio‑Economics Was Successfully Held

To fully implement the guiding principles of the 20th CPC National Congress and the Third Plenary Session of the 20th Central Committee, carry out the tasks set in the 2025 No. 1 Central Document, and advance the Rural Revitalization Strategy, the “Seminar on Advancing Comprehensive Rural Revitalization & Launch of Contemporary Socio‑Economics” was held on the afternoon of March 19 in the Mingde Building Lecture Hall. Jointly hosted by the Rural Construction Research Association of the Shaanxi Provincial Economic Society and Xi’an Peihua University, and co‑organized by the Party School of the CPC Shaanxi Provincial Committee and Northwest University Press, the event drew more than 200 provincial experts and scholars, government officials, business representatives, and Peihua faculty and students to discuss the blueprint for rural revitalization.

In the first session, the “Seminar on Advancing Comprehensive Rural Revitalization,” was chaired by Prof. Pang Li, Director of the Economics Teaching and Research Department at the Party School of the CPC Shaanxi Provincial Committee. In the second session, the “Book Launch of Contemporary  Socio‑Economics,” was presided over by Prof. Li Yingfang, President of Xi’an Peihua University.

In his welcome address, President Li Yingfang noted that since the establishment of the Rural Revitalization Research Institute in 2021, Xi’an Peihua University—as a local undergraduate institution—has focused on the national Rural Revitalization Strategy, hosting three consecutive forums on high‑quality county‑level economic development. The university’s work on the “Ten‑Thousand Villages Project” and grassroots governance has received multiple directives from provincial leaders and produced nationally influential results. By conducting field visits, offering training, arranging social‑practice programs, and undertaking research projects, Peihua has injected strong momentum into rural revitalization. Committed to serving national strategies, the university provides intellectual and talent support for rural revitalization in Shaanxi and across China.

Liu Yu, Director of the Cooperation and Development Center, reported on the university’s progress in rural revitalization, highlighting interim achievements in research projects and consulting services, and showcasing practical cases in Hanyin, Qianyang, Yijun and other counties.

During the expert‑appointment ceremony, Vice President Luo Xinyuan read the document establishing new research centers and appointing advisers. Leaders then presented appointment letters to Prof. Xu Zhangyong of Northwest University and other scholars, as well as to the heads of 12 newly founded research centers. To date, the university has formed a combined on‑and off‑campus expert team dedicated to rural‑revitalization research.

In the discussion round, Yu Ningkai, Director of the Institute of Rural Development at the Shaanxi Academy of Social Sciences, delivered a keynote titled “The Current Situation, Problems and Countermeasures of Rural Revitalization in Shaanxi,” offering an in‑depth analysis and practical recommendations. Che Dunshan—consultant on agriculture‑related affairs to the Standing Committee of the Shaanxi Provincial People’s Congress and former deputy inspector of the Xi’an Bureau of Agriculture and Rural Affairs—shared innovative practices of the Shaanxi Rural Construction Research Association in his speech, “Maintaining Normalcy, Expanding New Frontiers, Focusing on New Tracks.” Prof. Wang Songji of Northwest University and Prof. Yue Ai of Shaanxi Normal University spoke on “A New Round of Urbanization for Migrant Agricultural Workers” and “Early Childhood Development as a Driver of Rural Revitalization,” respectively. Zheng Mengxiong, former Director of the Provincial Rural Work Office and head of the agriculture group of the Shaanxi Decision‑Making Advisory Committee, emphasized in his talk, “Deepening Rural Reform from Actual Rural Conditions,” that reforms must start from realities on the ground to unleash endogenous momentum.

A launch ceremony for Contemporary Socio‑Economics was also held on site. Prof. Luo Xinyuan introduced the book’s main content and background, stressing its theoretical and practical significance.

Ma Lai, President of Northwest University Press, congratulated the authors and praised the book’s academic value in rural‑revitalization studies.

Wang Rui, General Manager of Shaanxi Lingshi Environmental Technology Co., Ltd., donated copies to the Xi’an Peihua University Library.

Prof. Liang Jun (Vice Dean, School of Marxism, Xi’an  Jiaotong University), Prof. Xu Zhangyong (Northwest University), Zhang Tao (Vice Chair of the Shaanxi Provincial Committee of the China Democratic League and President of the Shaanxi Urban Economic & Culture Research Association), and Prof. Tian Meng (School of Marxism, Chang’an University) each reviewed Contemporary Socio‑Economics, agreeing that it offers crucial theoretical support and practical guidance for rural revitalization.

The successful conference not only provided valuable intellectual resources and practical pathways for comprehensive rural revitalization but also underscored Xi’an Peihua University’s commitment to national strategies and Shaanxi’s socio‑economic development. Looking ahead, the university will continue to leverage its strengths, deepen rural‑revitalization research, and contribute further wisdom and talent to the cause locally and nationwide.


The university has prioritized building research platforms and forming multiple local‑service teams, achieving fruitful results through in‑depth studies. Over the past three years, the institute has secured 52 provincial and municipal vertical projects with ¥409,000 in funding; signed 48 horizontal projects worth ¥3.108 million; launched 20 university‑funded projects; published 22 academic papers; and released three academic monographs.

Advancing high‑quality rural revitalization and pursuing Chinese‑style agricultural and rural modernization are major tasks in building a modern socialist country. Xi’an Peihua University’s Rural Revitalization Research Institute will continue to act as a think tank, offering sound advice for county‑level economic development and striving to make positive contributions to rural revitalization.
